What the management certificate is
Texas requires every community association to file a management certificate with the Texas Real Estate Commission. The State treats “HOA” as the umbrella term: a POA is a type of HOA governed by Chapter 209 of the Texas Property Code, and a COA is a type of HOA governed by Chapter 82.
This one is on file as COA and calls itself a condominium association, which puts it under Chapter 82 — the Texas Uniform Condominium Act, Section 82.116.
What the filing will not tell you is the dues, the rules, or who sits on the board. For that you want the recorded declaration, which lives with the county clerk or circuit court.
